Currently, immigration including new arrivals and their children accounts for an increase of about 1.5 million more people a year, which represents more than half of the total U.S. population growth. Today the debate of immigration in the United States is seemly never ending. There are many reasons that explain why people are boiling over the issue of illegal immigration. Many of the claims in my two articles states that illegal immigration threatens jobs and lower wages. In the articles, there are many ways in which economists convey their ideas to deal with the issue of immigration's effect on the job market. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Some of their ideas include deporting all illegal immigrants back to their native countries, making immigrants pay for penalties, and building a computerized electric fence that would indicate where the immigrants would cross the border. Both of the articles express concerns about this debate and presents many ideas on possible solutions to this issue. However, many of the articles lack evidence, objections, and rebuttal to their reasonability of the debate. Another very important element that most articles lack is giving the appropriate reasons as to why their claim or statement is sufficient.&lt;br /&gt;&lt;br /&gt;One example of an article that lack evidence, objections, and rebuttal to its claims is an article written by an unknown journalist at the Wharton School of Finance on a Cornell University professor, Professor Briggs - who opposes to illegal immigration. In this article, The Immigration Debate: Its Impact on Workers, Wages, and Employers, Professor Briggs speaks about sending messages to illegal workers through their employers by "clamping" the employers down who hired them so that a clear message is sent to the workers that illegal immigration is not to be tolerated. His claim is that "illegal workers exert downward pressure on wages and reduce job opportunity for low-skilled citizens." As mentioned earlier, this article lacks objection, evidence, and rebuttal. This professor failed to mention the effects of immigrant workers on wages and working conditions in other parts of the world. He also failed to explain why illegal immigrants force down wages by simply responding "that's how the market works." The author and the professor clearly failed to provide any justifiable reason or evidence as to how the market works.&lt;br /&gt;&lt;br /&gt;A further example of another University professor with plenty of bold statements but not enough evidence and not willing to take in hand other ideas is Bernard Anderson, professor in Wharton's management department. Professor Anderson on the hand supports the topic of immigration. In the same article provided by the Wharton School of Finance, Professor Anderson claims that "illegal immigrants work hard, do not come to the United States to receive welfare, and should be allowed to remain in the U.S. after paying penalties." He then later on states that "while illegal workers do have some effect on wages and displace some American workers, their impact is far less dangerous than what professor Briggs assert.&lt;br /&gt;&lt;br /&gt;" He agreed with Professor Brigg's statement that illegal workers do force down wages however Professor Anderson failed to explain why the U.S. economy needs such low-skill immigrant laborers to do such kinds of work. It is clearly a political question at this point. If we want to benefit low-skill American workers, we must reduce the amount of illegal immigration and the opposite would be done if we want to benefit immigrants in the United States.&lt;br /&gt;The second article is written by Thomas Lifson called The Neglected Truths of the Immigration Debate. In this article, he states very good claims in which "Poor and unskilled immigrants are expensive for the rest of society." He then followed to provide good evidence that the "net cost for just ten million illegal immigrants at $2.6 trillion, and more if the number is 12 million or higher.&lt;br /&gt;&lt;br /&gt;" However he failed to mention any kind of objection or rebuttals in this article. This article is mainly a one sided fact source that clearly opposes to the topic of immigration. It acknowledged other options that may possibly be solutions to solving the issues of immigration but failed to provide reasons for his claims. As this topic of immigration is heating up, it is important to know the reasons behind claims. A problem exists that will result in disaster of great magnitude if not controlled. These, or something near these, radical proposals, will be necessary if we are to avoid the inevitable. Once distilled into a concise presentation, these proposals can be easily placed onto a very simple and inexpensive website for wide spread voter-to-voter dissemination and subsequent action.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;The Goal&lt;span style="font-weight:bold;"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The goal of this proposal is three-fold.&lt;br /&gt;&lt;br /&gt;First. To put forth a general outline of a workable solution that, through the political will of the American People, can be implemented in a sane and rational way without sealing off our borders.&lt;br /&gt;&lt;br /&gt;Second. To create interest and motivation within the American Electorate by clearly putting forth an actionable plan they can understand and support as well as articulate to their elected officials.&lt;br /&gt;&lt;br /&gt;Third. To help all politicians at the Federal, and States levels of government, to become motivated to take immediate and necessary actions to end illegal immigration, thereby curtailing the possibility of terrorist infiltration and attack.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;An Overview of the Proposal&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Through a series of legislative and executive actions:&lt;br /&gt;&lt;br /&gt;1. Eliminate the incentive (cheap labor) for illegal immigration in the American business community.&lt;br /&gt;&lt;br /&gt;2. Create disincentives for the offending nations who are allowing, and in some cases even promoting, export of cheap labor.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;How the Plan can succeed&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Put The Plan directly in front of the American People through all affordable means of communication, beginning with an inexpensive web presence.&lt;br /&gt;&lt;br /&gt;1. Clearly communicate the fact that the illegal immigration problem is not a hopelessly unsolvable situation, and can be resolved through the will of the American voter.&lt;br /&gt;&lt;br /&gt;2. Ask the American People to review The Plan with an open mind and understanding that difficult situations such as illegal immigration and the terrorist threats that we face will require radical changes if we are to prevail and bring a solution into existence.&lt;br /&gt;&lt;br /&gt;3. From understanding Americans who are willing to get involved in creating their own security, develop a grassroots campaign that will convince every politician who is currently in office and those who aspire to high office, including our state level politicians (This is where the national level politicians come from.) that failure to implement an illegal immigration control plan is not an option, and that failure to resolve the problem will result in widespread voter retaliation; i.e., they will be voted out of office regardless of how many corporate and other special interest contributions they are able to obtain, (Money doesn't vote it only pays for advertising.) or how much "pork" they brought home. (Pork will mean nothing if it is located in a city that has been irradiated by a radio-active "dirty bomb".)&lt;br /&gt;&lt;br /&gt;The Proposal (Requires simultaneous actions of both the legislative and executive branches.)&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Legislative Action&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;1. Enact legislation that will impose severe penalties for business owners and operators who are caught employing illegal immigrants, including (a) significant jail time, (b) massive fines for individuals offenders, (c) Massive company fines up to, and including confiscation of the entire business and sale of all it's assets. (The same thing we do to illegal drug dealers.) (d) The collection of fines and proceeds from the sale of assets of the offenders will be used to defray the cost to the taxpayer.&lt;br /&gt;&lt;br /&gt;2. Enact legislation that will create incentives for all business owners as well as individual citizens to report any illegal immigrant or suspected activities. (The goal being to eliminate any unfair advantage of one business over another due to the elimination of cheap labor, with the support of the American Consumer, who must be willing to pay the price of higher cost legitimate labor.)&lt;br /&gt;&lt;br /&gt;3. Enact legislation that will provide for the establishment of facilities for housing and controlling those who are caught in this country illegally. (a) These facilities would be for temporary detention until each detainee could be eliminated as a terrorist, and repatriated to his or her country of origin. (b) During the holding period, these detainees would be supervised in the operation and maintenance of the facility, as well as being detailed, with supervision, to work on public works projects in the areas where they are being held. (c) Provisions in this legislation should allow for longer and longer detentions with each violation of U. S. immigration laws, which can ultimately lead to incarceration in American prisons, which will in turn, guarantee that these prisoners will be available for public works projects as long as they are incarcerated.&lt;br /&gt;&lt;br /&gt;4. Enact legislation that will overhaul and streamline the legal immigration procedures in order to provide for quicker, but controlled, access to our economic bounty. (a) This legislation could provide for a one time repatriation/re-entry process that would legitimize those who are already established with jobs and businesses in the U. S., with a "drop-dead" deadline that must be met to avoid becoming a "persona non-gratis" and subject to immediate and irreversible deportation upon discovery. (b) The process of repatriation/re-entry would allow for processing in the U. S. to be completed without the detention of the foreign party, unless or until that person is determined to be an undesirable, at which time a deportation process would be implemented. (c) The repatriation/re-entry process should begin with the sponsorship by an employer of the foreign party, and such sponsorship will entail the assistance and facilitation of the process by the employer with the co-operation of the affected foreign party.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Executive Action&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;1. Initiate immediate negotiations for the establishment of immigration treaties with all nations with whom illegal immigration is a serious problem, with the highest priority for those nations whose citizens are the primary offenders. These treaties should (a) seek to develop a jointly operated entity within the borders of each of those countries with U. S. and their immigration officials to process those who seek entry into the U. S. with the express purpose of identifying and eliminating undesirables and identifying and facilitating the processing of desirables, (b) include a method of prearranged U. S. employer sponsorship for those who wish to immigrate to the U. S. which would require those employers to recruit for prospective employees who meet certain standards, (c) contain prerequisites for those wishing to immigrate to the U. S. which include certain health and language requirements, (d) contain provisions for penalties for non-compliance, such as reduction of foreign aid, for those countries who fail to meet the standards of the immigration treaty.&lt;br /&gt;&lt;br /&gt;2. Establish a Citizens Advisory Committee (made up of ordinary working and business men and women) for the purpose of reviewing the compliance statistics for each country and casting a pass or fail vote. This Committee could be made up of 2 persons, one business and one worker, from each congressional district in the U. S., and could be appointed by the President or his designee from a list of nominations put forward by the U. S. House Representative from those districts. The Committee would operate in a "virtual" environment and cast votes without discussion with other members of the committee or the congressional representative who appointed them. A pass or fail vote would trigger established recommendations for congressional actions to curtail or promote aid to the affected country.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Voter/Grassroots Action&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;1. Massive action by the American Electorate is key to any success in the solution to the illegal immigration issue. The first column was about our economy, the second one was about the military and Social Security, the next one was about language and education. This last one will discuss national security and touch on some others.&lt;br /&gt;&lt;br /&gt;If immigration reform is enacted, and undocumented people here now are offered legal status, they would have to register within a certain period of time. Each one would have to fill out an application, be finger printed and have a background check before being allowed to go on to the next step. This will probably include paying all back taxes and also paying a fine. Only then would they be given an identity card and documents saying they are allowed to live and work here. People who do not pass these tests would be deported.&lt;br /&gt;&lt;br /&gt;We will all be safer when this happens. People who are afraid that terrorists are in our midst in the guise of illegal immigrants could rest easier knowing everyone had been identified and checked. And more drug smugglers would be caught when border guards don’t have to chase poor men, women and children trying to come in to work and live.&lt;br /&gt;&lt;br /&gt;If Americans want to live in a secure country, we have to be able to regulate people coming in and know who is living here or visiting and have a way to keep track of them.Changing the laws to make immigration easier and faster would eventually stop most people from trying to get in illegally, but it would take a while for all the poor people in Mexico and other Latin American countries to realize how the new laws would affect them. They would have to be convinced that when the people here now are given legal status and the new ones coming in would not find work, that it would be futile for them to try to come in. If all these additional workers can work legally, no one will have any reason to hire people without the correct documents.&lt;br /&gt;&lt;br /&gt;All these new legal residents would have to get a driver license and, of course, insurance. More people with legal driver licenses means more people had to read the manual and pass the written, eye and road tests. This would immediately make the roads safer for you and me. And when more people have mandatory car insurance we are all better protected. Besides making the roads safer, they would each have a picture ID which helps each state keep track of all of its people.&lt;br /&gt;&lt;br /&gt;Many people complain about the cost of illegal immigrants. All the studies I have seen have shown that the costs of hospital care and schools are more than offset by the revenue gained by the workers and the companies they work for. The big problem is that since these additional people aren’t included in the census, the tax money is not always distributed where it is needed.&lt;br /&gt;&lt;br /&gt;If there were immigration reform and the undocumented people were given legal status, there would have to be an updated census. The new census figures would show which communities deserved a larger share of the revenue dollars for the schools, hospitals and other services they provide. The money should be sent where it is needed, but that won’t happen if we can’t document where it is needed.One of the reasons people come or stay here illegally is that they all know that it takes many years to immigrate legally. Hundreds of thousands of people trying to immigrate legally are stuck in a back log in the Immigration Department. Many have been waiting for up to 10 years to be approved.&lt;br /&gt;&lt;br /&gt;Part of a new reform package would be hiring more staff in the Immigration Department to process all these people caught in the backlog to get on their way to green cards and citizenship. When the new laws are enacted, these people will be processed first and the new people will get in line behind them.&lt;br /&gt;&lt;br /&gt;If there were a way we could help the Mexican economy, it would help us and them. Poverty and lack of work in Mexico have driven their people to come here. Many of their villages have almost no working age men left in them and many of their young women have left too. But if we don’t do anything to help Mexico, we must at least help our own country by enacting comprehensive immigration reform here.Everyone agrees that people should not be in this country illegally. Everyone agrees that the people here illegally have broken our laws just by being here. Everyone agrees that we have to document the people coming into and leaving our country. Most people admit that we are all responsible in some way: whether we hire the workers; buy what they produce; vote for the people who passed the laws that allowed it to get this far or if we didn’t vote at all. And since we are responsible for the problem, we should be responsible and try to fix it.&lt;br /&gt;&lt;br /&gt;A big part of immigration reform would have to be protecting our borders better. Additional border guards are now at work and fences are being built in a few places, but this is not the complete answer. We have to have a way that makes it more fair for people to immigrate legally and give legal status to the law abiding people here now. Each of these tiers has their own requirements and conditions. Each of these tiers will require the migrant to score a sufficient amount of points to gain entry in the UK and remain there. These points are awarded for various criteria specific to each tier. All of the points that will be awarded in each of these tiers will be done so to indicate that an individual is likely to comply with immigration requirements. Points will be awarded to reflect aptitude, experience, age and also the level of demand in any given sector.&lt;br /&gt;&lt;br /&gt;This new tier system will replace much of the current system, which currently comprises of UK visas and work permits.
